Job Descriptions: Project Management (Operational Excellence) • Carry out engineering design and review of the new/modified facilities. • Approve all design work done by engineers and outside consultants. • Participate in CPDEP review for capital projects in the plant. • Manage Capex projects by applying CPDEP process. • Coordinate all submissions that require governmental approval. • Review tender documents and evaluate contractors bid. • Administer and award engineering and construction contracts to meet project deliverables. • Monitor contractor progress to ensure safe project execution, within cost and on schedule. • Coordinate with professional engineers to carry out project site inspections by government agencies. • Review and approve project variations arising from change orders. • Participate in project commissioning and start-up to ensure the successful completion of projects. • Set priority for Management of Change orders for plant modifications to meet the business needs of the organization. • Resolve conflicts and different functional needs across the organization to meet project deliverables. • Develop and update project engineering standards for the plant. • Plan, organize and coordinate the activities of multidiscipline owner and contractor construction teams during front end engineering and design (FEED) and detailed design efforts, particularly related to constructability, fabrication, construction/installation and commissioning/start-up. May involve single or multiple contracts at single or multiple sites. Safety Management ( Operational Excellence) • Responsible for Incident and Injury Free safe work coordination during fabrication, installation and hookup and commissioning (client’s role) in a medium-to-large EPC contract. Interface with Procurement and Suppliers on deployment of Safety Culture and ensuring Company requirements are met. • Develop and implement safety programs to ensure the safety of all construction workers in the plant. • Award project contract taken into considerations the safety, health and environment requirements such that the lowest dollar bid will not be the sole selection criteria. • Participate in the selection of contractors and vendors by evaluating their past safety performance and attitudes, present programs and practices to achieve safety excellence. • Monitor the contractor activities to ensure appropriate measures are established to achieve safety performance such as o Formal safety program is in place. o Adequate site supervision. o Conducting of safety audits. o Requirements of the contractor to promptly conduct full investigations of safety incidents. • Participate in behavioral based safety program to identify and address safety issues. • Ensure Job Safety Analysis are carried out for all critical construction jobs. • Carry out field audits to ensure contractors comply to the plant safety requirements in construction work. • Hold monthly meeting with contractors to reinforce plant safety expectations and requirements and review safety issues during planning and execution of project work. • Lead incident investigations. People Resources (Organizational Capability) • Develop and implement staffing plans for field personnel (inspectors, office admin., engineers, etc.). • Supervise one or more company construction representatives, lead functional positions and contract personnel. • Mentor national employees and develop plans for training. • Develop and manage ownership of construction-related portions of project execution plans focused on providing an optimally designed, safe and easily maintainable facility. Supervise the site construction and inspection teams. Lead efforts around functional objectives from an Operations Assurance point of view. • Provide leadership to direct reports by defining work expectations, measuring and evaluating performance and rewarding superior achievement. • Develop and implement training programs to upgrade the skill and knowledge of all direct reports. • Provide coaching to direct reports to meet business needs of the organization. • Conduct PMP with direct reports to align the team to understand and deliver the business objectives of the organization. Capital budget (Cost Reduction & Capital Stewardship) • Responsible for capital budget management. • Develop cost estimates for capital and expense project work for plant modifications. • Carry out project reviews with the plant management. • Manage the capital budget of hundreds of Management of Change orders to stay within allocated budget. • Monitor monthly project expenses and analyze variance between actual and allocated budget. • Develop forecast for capital spending. • Update management on the capital spending and financial performance of capital projects. • Develop contracting strategies to optimize construction costs. Requirements 1. Strong technical background as the individual has to manage a multi-disciplined organization, including consultants. 2.
